In
1994 the " Group Dufour" issued a report called 'Drug
Control through Legalization'. The report described the scope
of the drug problem and outlined a concrete solution for the situation
in the Netherlands by means of a coherent system of medical and
non-medical distribution.
In 1996 the 'Drugs Petition' was presented to the Tweede Kamer,
the Dutch Lower House of Parliament. It was signed by over 700
municipal administrators, together representing 2,5 million Dutch
citizens. The petition called for more autonomy of local government
with regard to drug policy.
The working group that wrote the report and the initiators of
the drugs petition together founded the Stichting Drugsbeleid
(SDB), the Netherlands Drug Policy Foundation in 1996.
