In themselves, drugs form a smaller hazard to public health in our country than is generally thought. Compared to legal intoxicants such as alcohol and cigarettes the drug problem is relatively small:

there are 22 times more alcoholics than drug addicts in our country;

every year, 12 times more people die from excessive alcohol consumption than from drug use;

the number of people who die as a result of smoking is approximately 133 times higher.

Moreover, the illegal nature of drugs creates additional hazards to public health. A greater risk of getting infected with Aids or HIV, liver diseases and tbc are the most important examples.
